Britain, US in talks on international criminal database: police

British security agencies have been in talks with the US Federal Bureau of Investigation over plans for a global database of major criminals and suspected terrorists, a police spokesman told AFP Tuesday.
The spokesman for London's Metropolitan Police said that discussions were at an early stage, and that Britain's Home Office (interior ministry) had also been involved, but declined to give further details on the programme, which may include exchanges of biometric information.
"We are aware of the proposed project," the police spokesman said.
"As you would expect, we consider a wide range of initiatives as we constantly look to enhance our investigative capabilities. Relevant safeguards are always considered as part of this process."
A spokesman for the Home Office also confirmed the discussions.
The news comes after the FBI told The Guardian daily of its proposed "Server in the Sky" programme, which would link the policing networks of the United States' allies in the so-called "war on terror" -- the newspaper said that in addition to Britain, Canada, Australia and New Zealand would be involved.
"Server in the Sky is an FBI initiative designed to foster the advanced search and exchange of biometric information on a global scale," the FBI told the paper.
"While it is currently in the concept and design stages, once complete it will provide a technical forum for member nations to submit biometric search requests to other nations.
"It will maintain a core holding of the world's 'worst of the worst' individuals. Any identifications of these people will be sent as a priority message to the requesting nation."
There will reportedly be three categories of suspects in the database -- "internationally-recognised terrorists and felons", "major felons and suspected terrorists" and a third group including criminals with international links and subjects of terrorist investigations.
The project is likely to raise concern among privacy groups, particularly in Britain, which has suffered multiple high-profile losses of citizens' data in recent months.
Most notably, personal data of some 25 million Britons was lost in the post in November, the biggest-ever loss of personal information by any government.Weatherman Says Chemtrails Are "Life-Saving"

National Intelligence Director Mike McConnell is drawing up plans for cyberspace spying that would make the current debate on warrantless wiretaps look like a "walk in the park," according to an interview published in the New Yorker's print edition today.
Debate on the Foreign Intelligence Surveillance Act “will be a walk in the park compared to this,” McConnell said. “this is going to be a goat rope on the Hill. My prediction is that we’re going to screw around with this until something horrendous happens.”
The article, which profiles the 65-year-old former admiral appointed by President George W. Bush in January 2007 to oversee all of America's intelligence agencies, was not published on the New Yorker's Web site.
McConnell is developing a Cyber-Security Policy, still in the draft stage, which will closely police Internet activity.
"Ed Giorgio, who is working with McConnell on the plan, said that would mean giving the government the autority to examine the content of any e-mail, file transfer or Web search," author Lawrence Wright pens.
“Google has records that could help in a cyber-investigation, he said," Wright adds. "Giorgio warned me, 'We have a saying in this business: ‘Privacy and security are a zero-sum game.'"
A zero-sum game is one in which gains by one side come at the expense of the other. In other words -- McConnell's aide believes greater security can only come at privacy's expense.
McConnell has been an advocate for computer-network defense, which has previously not been the province of any intelligence agency.
According to a 2007 conversation in the Oval Office, McConnell told President Bush, “If the 9/11 perpetrators had focused on a single US bank through cyber-attack and it had been successful, it would have an order of magnitude greater impact on the US economy.”
Bush turned to Treasury Secretary Henry Paulson, asking him if it was true; Paulson said that it was. Bush then asked to McConnell to come up with a network security strategy.
"One proposal of McConnell’s Cyber-Security Policy, which is still in the draft stage, is to reduce the access points between government computers and the Internet from two thousand to fifty," Wright notes. "He claimed that cyber-theft account for as much as a hundred billion dollars in annual losses to the American economy. 'The real problem is the perpetrator who doesn’t care about stealing—he just wants to destroy.'"
The infrastructure to tap into Americans' email and web search history may already be in place.
In November, a former technician at AT&T alleged that the telecom forwarded virtually all of its Internet traffic into a "secret room" to facilitate government spying.
Whistleblower Mark Klein said that a copy of all Internet traffic passing over AT&T lines was copied into a locked room at the company's San Francisco office -- to which only employees with National Security Agency clearance had access -- via a cable splitting device.
"My job was to connect circuits into the splitter device which was hard-wired to the secret room," Klein. said "And effectively, the splitter copied the entire data stream of those Internet cables into the secret room -- and we're talking about phone conversations, email web browsing, everything that goes across the Internet."
"As a technician, I had the engineering wiring documents, which told me how the splitter was wired to the secret room," Klein continued. "And so I know that whatever went across those cables was copied and the entire data stream was copied."
According to Klein, that information included Internet activity about Americans.
"We're talking about domestic traffic as well as international traffic," Klein said. Previous Bush administration claims that only international communications were being intercepted aren't accurate, he added.

Echoing the much derided 2003 FBI warning that a good way to spot potential terrorists is to check if they are carrying an almanac, Fox News went beyond the pale this morning in suggesting that Al-Qaeda's most likely acolytes are blonde haired, blue eyed Caucasian westerners with no criminal record.
Fox and Friends' ever ready Neo-Con slug Brian Kilmeade, who in November called on Americans to support terrorist car bombings in Iran, as well as funding for terrorist groups to "create havoc in Iran", interviewed ex-CIA spook Mike Baker, whose company Diligence LLC has close ties to the Bush administration and just happens to butter its bread with the aid of a steady supply of global unrest and terror hype.
The story, which is based on a comment by a single MI5 source (must be true then) that was subsequently picked up in a Scotsman article, claims that Al-Qaeda have recruited 1,500 white Britons to carry out attacks in the UK.
For those of us who recoiled in absolute horror at the proficiency of dumb and dumber's summer exploits in setting a car on fire at Glasgow airport, it's obvious that "Al-Qaeda's" recruiting efforts need to improve if they are to live up to the status lavishly bestowed upon them by the establishment media.So, as Baker and Kilmeade somehow manage to relate while keeping straight faces, the new breed of jihadists have been identified as white Caucasian westerners with blonde hair, blue eyes, and no criminal record.

JERUSALEM -Nobody actually said very much but Israeli officials seemed happy with how talks about Iran went here last week with U.S. President George W. Bush.
Sallai Meridor, Israel's ambassador to the United States, who came home for the President's visit, said that Israel and the Bush White House were "in sync" about the threat posed by a nuclear-armed Iran. All options, including a military strike, remained on the table, he said, despite a recent National Intelligence Estimate prepared by an alphabet soup of U.S. intelligence agencies that concluded Iran no longer had a nuclear weapons program and had not had one since 2003.
The NIE provoked shock, anger and deep disappointment in Israel, which fears a nuclear-armed Iran would
be a mortal threat because it already has missiles capable of reaching the Jewish state. A sense of how acutely and urgently Israel regards the danger posed by Tehran can be seen online by accessing the home page of the Jerusalem Post. It includes a permanent tab that opens to a special section on Iran.
While the awkwardly worded NIE findings were widely thought in the West and elsewhere to have precluded U.S. military action against Iran any time soon, Israel, which probably has had nuclear weapons for more than 20 years, has tried to counter its conclusions in a series of meetings here and in Washington.
Far from having his hands tied by the NIE, or by secret talks the United States may be having with Iran about Iraq, Bush has given the Israelis hope of military action by keeping the rhetoric at a boil.
"Iran was a threat, Iran is a threat, and Iran will be a threat," Bush said while in Jerusalem, unless the international community united "to prevent that nation from the development of the know-how to build a nuclear weapon."
